Basic Energy Secures DOE Approval for Bolinao Solar Project

Basic Energy Corp. (BEC) is preparing to kick off the permitting phase for a solar energy project in Bolinao, Pangasinan, after gaining a crucial green light from the national government. The Department of Energy (DoE) issued the firm a certificate of authority (CoA), marking a key step toward formalizing its Solar Energy Operating Contract (SEOC) for the proposed facility.

With the CoA in its possession, BEC now has the go-ahead to pursue the range of permits and land-use agreements needed to bring the solar installation to life. The project, aimed at expanding the company’s renewable footprint in northern Luzon, reflects a broader push by the energy sector to accelerate clean energy development across the country.

Additionally, the CoA lays the foundation for the project’s 25-year operational run. Beyond greenlighting preparations for the long-term operating deal, the certificate also gives BEC the added advantage of securing these legal and regulatory requirements even ahead of the contract’s formal execution—and beyond its 25-year lifespan if needed.

BEC is now moving to the next phase: obtaining clearances from key government agencies and local authorities. A critical part of this process is a system impact study, which will assess whether the national grid can handle the added load from the planned solar facility. The study will be submitted to the National Grid Corporation of the Philippines (NGCP) for evaluation.

Project details

The firm’s solar venture in Bolinao, Pangasinan is beginning to take shape, with early estimates projecting a 37-hectare installation capable of producing at least 47 megawatts peak (MWp) of clean energy.

Slated for completion and commissioning by early 2027, the development is positioned to support the Philippines’ broader push for energy independence and sustainability. Once operational, the facility is expected to ease pressure on the grid while reducing reliance on fossil fuels—marking a key milestone in BEC’s green portfolio.
