BOI Fast-Tracks 61.55 MWp Solar Project in Pangasinan

The government has placed another renewable venture on the fast track, granting a green lane certification to Singapore-based Pacific Impact Energy Corporation (PIEC) for its planned 61.55-megawatt-peak (MWp) Capantolan Solar Power Project in Sual, Pangasinan.

Issued through the Board of Investment’s (BOI) One-Stop Action Center for Strategic Investments (OSACSI), the endorsement is expected to advance clean energy goals while helping ease power costs.

The BOI confirmed that the Sual project is now registered for investment benefits and pledged to work closely with national and local agencies to streamline permits and regulatory processes.

Accelerating renewable projects

Under Executive Order 18, green lane units were set up in government offices to speed up investment approvals, especially for renewable energy ventures.

The Capantolan solar development is one of the projects PIEC is rolling out in the Philippines. The company is also advancing a wind power venture in Albay, spanning Ligao and Guinobatan, along with another solar facility planned in Malasiqui, Pangasinan.

“We’re actively developing clean energy projects across Southeast Asia, but the Philippines stands out as one of the most supportive environments for renewable energy investment,” explained Pacific Impact Development Managing Director James Timko.

To cement its foothold in the country, the firm, known for driving sustainable infrastructure projects across Asia, launched PIEC in 2024.

“With the green lane framework, the Philippines offers an ecosystem for enabling infrastructure. This is exactly the kind of program we look for when scaling climate-aligned energy solutions,” noted Timko.

By the end of July, the green lane program had cleared 208 investments with a combined value of ₱5.48 trillion, resulting in nearly 278,000 new jobs.

Project goals

The government’s Renewable Energy Program for 2020 to 2040 sets ambitious goals: lifting clean energy’s share of the power mix to 35% by 2030 and further expanding it to half of total generation by 2040.

The BOI stated that the Capantolan venture reflects PIEC’s broader strategy of building a diverse clean energy portfolio aimed at strengthening the Philippines’ renewable power network.

The solar initiative is projected to ease consumer power expenses while bolstering the Philippines’ energy self-sufficiency. It also aligns with national efforts to deepen the shift toward a more sustainable energy landscape, with community participation seen as central to its success. Construction of the facility is expected to generate around 400 jobs across engineering, logistics, and supply services, with additional permanent positions to be created for engineers, operators, and other technical staff once the plant becomes operational.
