New Isabela Solar Facility Strengthens Grid As Global Oil Volatility Intensifies

BKS Green Energy Corp. (BKSGEC), a subsidiary of Yuchengco-led Rizal Green Energy Corp. (RGEC), has energized its 40-megawatt Limbauan Solar Power Plant (LSPP) in San Pablo, Isabela, positioning the project as a timely addition to the country’s renewable energy capacity amid volatile global oil markets.

The plant’s commissioning comes as geopolitical tensions, particularly in the Middle East, continue to threaten fuel supply chains and drive up prices. PetroGreen Energy Corp. (PGEC) President and Chief Executive Officer Francisco G. Delfin, Jr. emphasized that the development highlights the urgency of strengthening domestic energy sources.

“The current Middle East conflict highlights once more the absolute necessity of securing our country’s energy supply and reducing our dependence on imported energy sources,” Delfin said.

The Department of Energy (DOE), through the Renewable Energy Management Bureau, echoed this view, stressing that renewable energy projects are critical in insulating the country from external shocks that can disrupt fuel availability and pricing.

Infrastructure Integration

The Limbauan facility, among the first utility-scale solar plants in Isabela province, was developed in two phases to ensure both local and grid-level integration.

Phase 1 consists of a 6-MW installation embedded within the Isabela Electric Cooperative II network, directly supporting local distribution. Phase 2, a 34-MW expansion, connects to the National Grid Corp. of the Philippines via a dedicated 4.73-kilometer transmission line linked to the 69-kilovolt Tuguegarao-Cabagan line. The second phase also secured capacity under the government’s Green Energy Auction Program.

Built with 52,640 solar photovoltaic panels supplied by Trina Solar, the ₱1.8-billion project is designed to deliver stable and scalable renewable output to the Luzon grid.

National Significance

Once fully operational, the solar facility is expected to generate approximately 59 gigawatt-hours of clean electricity annually, which is enough to supply around 33,000 households. It is also projected to reduce carbon dioxide emissions by about 31,700 metric tons each year.

The DOE has certified the project as an energy project of national significance, citing its contribution to economic growth and energy resilience.

During peak construction, the development created between 500 and 600 jobs, supporting local employment and contributing to skills development in the host community.

Accelerating Renewable Deployment

The Limbauan project forms part of PetroGreen’s expanding renewable portfolio, which includes four utility-scale solar plants across Tarlac, Bohol, and Nueva Ecija. The company is part of PetroEnergy Resources Corp., while RGEC is a joint venture with Japan’s Taisei Corp.

Energy officials have also reiterated directives to fast-track renewable projects scheduled for completion this year, aiming to ensure sufficient power supply to sustain economic growth despite global uncertainties.

With its commissioning, the Limbauan Solar Power Plant strengthens the country’s transition toward cleaner energy while reinforcing efforts to secure a more stable and self-reliant power system.
