The Agoo-Baguio City Road in La Union is now safer and more sustainable, thanks to the installation of over 300 solar-powered streetlights. This major infrastructure upgrade, completed in the province’s Second District, aims to enhance nighttime travel, minimize traffic risks, and promote eco-friendly solutions in the Ilocos region.
Backed by a ₱96.489 million allocation under the 2024 General Appropriations Act, the project was led by the Department of Public Works and Highways (DPWH) – La Union Second District Engineering Office. According to Regional Information Officer Esperanza Tinaza, the solar lighting system is expected to improve road safety by enhancing visibility and lowering the risk of road-related incidents.

Improving safety
Tinaza noted that the solar lighting project marks a key step in improving public welfare in La Union’s second district. “By integrating solar technology, the government is not only enhancing road safety but also advancing its sustainability goals,” she stated. “This initiative reflects our dedication to providing the public with both reliable and eco-friendly solutions.”
The project involved installing solar-powered streetlights across key sections of Barangays Macalva Sur, Macalva Norte, San Francisco, San Agustin East, and San Agustin Sur.
Community members and daily travelers have expressed gratitude for the new system, noting its immediate benefits in making evening travel safer and more convenient.
“Thank you for prioritizing the installation of solar-powered streetlights for added visibility and security on the road,” said motorist Neri Lacuata.
Cymon Cabras, also a motorist, regularly drives the Agoo-Tubao route and shared how the new lighting system has eased his nighttime travel. “Driving at night used to be stressful, especially when returning home late,” he explained. “Now, with better lighting, I feel much safer and more confident on the road.”

Energy-efficient public infrastructure
Implemented under the leadership of District Engineer Gil B. Lorenzo, the project aligns with the government’s commitment to advancing infrastructure, enhancing public safety, and promoting sustainable energy use. Lorenzo expressed optimism that the newly installed solar lighting system will lead to safer and more secure travel conditions for motorists and pedestrians, especially at night.
To ensure consistent and efficient lighting on public roads, DPWH Secretary Manuel Bonoan issued Department Order No. 19, series of 2023, which sets the standard design for using solar-powered streetlights in public works projects. The directive outlines specifications such as lamp wattage, pole height, spacing, pole arm use, and road classification, aiming to provide stable, energy-efficient lighting with long service life across roadways.
