Yuchengco-led PetroGreen Energy Corp. (PGEC) has secured regulatory approval to begin commercial operations at its 25-megawatt-peak (MWp) Bugallon Solar Power Plant in Pangasinan, marking another step in the expansion of its renewable energy portfolio.
The Energy Regulatory Commission (ERC) granted the facility a Certificate of Compliance (COC) on Aug. 19 after the plant completed the regulatory requirements needed to operate commercially.
“With the issuance of the COC, the facility can now commence commercial operations,” PGEC Assistant Vice President for Power Markets Dave Gadiano said.
The regulatory clearance also allows the company to move forward with its application for a Certificate of Endorsement for the Green Energy Tariff with the Department of Energy (DOE), as well as a Renewable Energy Payment Agreement with the National Transmission Corp. (TransCo).
Green Energy Auction Project
The Bugallon solar facility is an eligible project under the second round of the government’s Green Energy Auction Program, or GEA-2.
According to Gadiano, the plant is expected to generate a stable revenue stream once commercial operations begin, supported by fixed and guaranteed payments under its arrangement with TransCo.
The ERC approval came after the project secured grid connection clearances on July 22 from the National Grid Corp. of the Philippines (NGCP) and the Central Pangasinan Electric Cooperative (CENPELCO).
The approvals were issued following the completion of commissioning tests for the solar facility, clearing the way for its subsequent regulatory authorization to operate commercially.
The Bugallon Solar Power Plant was developed and is operated by Bugallon Green Energy.
It forms part of a 111.6-MWp solar portfolio under Rizal Green Energy Corp., a joint venture between PGEC and Japanese construction firm Taisei Corp.
The joint venture’s portfolio reflects the companies’ thrust to develop renewable energy facilities as the Philippines works to increase the share of clean energy in its power generation mix.
Isabela Project
Rizal Green Energy is also preparing to begin commissioning tests for the Limbauan Solar Power Project Phase 1, a 6-MWp facility in San Pablo, Isabela.
The Isabela project is the final facility in the joint venture’s portfolio that is preparing to enter commercial service.
Once operational, the Bugallon plant will add to PGEC’s growing renewable energy capacity, while the completion of the Limbauan project’s commissioning tests is expected to bring another facility in the Rizal Green Energy portfolio closer to commercial operations.
The latest approval gives the Pangasinan facility the regulatory clearance needed to begin generating electricity commercially, subject to the completion of its remaining applications and agreements under the government’s renewable energy support framework.
The development also highlights the continuing rollout of projects awarded under the government’s green energy auction program, which aims to accelerate investments in renewable power capacity.
PGEC’s announcement comes as developers continue to advance solar projects through commissioning, grid connection, and regulatory approval processes before they can begin full commercial operations.
PetroEnergy Resources Corp., the parent company associated with PGEC, meanwhile, saw its share price rise by 9 centavos to close at ₱4 on Tuesday.
