PetroGreen Energy Corp. has started delivering electricity to the Luzon grid as it enters the final commissioning phase of its Bugallon Solar Power Project in Pangasinan, marking another addition to Northern Luzon’s expanding renewable energy capacity.
The 25-megawatt Bugallon Solar Power Project (BSPP), developed by Bugallon Green Energy Corp., began testing and grid injection activities in mid-April after securing key regulatory approvals.
These include registration with the Wholesale Electricity Spot Market, a provisional certificate to connect, and energization clearance from the Department of Energy, the Independent Energy Market Operator of the Philippines, and the National Grid Corp. of the Philippines (NGCP).
Critical Timing
The project is currently undergoing commissioning to complete its integration into the national transmission system. Once NGCP finalizes its technical assessment, the facility is expected to transition to full commercial operations.
PetroGreen assistant vice president for power markets Dave P. Gadiano said the milestone comes at a critical juncture for the power sector.
“As important, the facility’s milestone meets the administration’s urgent imperative to bring more indigenous and renewable energy capacity online, especially during this period of energy supply instability,” he said.
Solar Pipeline
The Pangasinan solar facility forms part of a 111.6-megawatt portfolio of four utility-scale solar projects under Rizal Green Energy Corp. (RGEC), a joint venture between PetroGreen and Japan’s Taisei Corp.
Aside from Bugallon, the portfolio includes solar developments in Isabela, Bohol, and Nueva Ecija, reflecting a geographically diversified push to scale up renewable generation capacity.
The BSPP itself will operate under a fixed 20-year tariff after securing a contract through the government’s second Green Energy Auction Program (GEA-2), providing long-term revenue certainty while supporting the country’s clean energy targets.
Regional Renewable Growth
The project adds to a growing pipeline of solar developments in Pangasinan, highlighting the province’s emerging role as a renewable energy hub in Northern Luzon.
Earlier this month, Citicore Renewable Energy Corp. launched the initial phase of its solar facility in San Manuel, with a capacity of around 75 megawatts. The project is designed for expansion, with future phases expected to significantly increase output and position it among the largest solar installations in the province.
Like the Bugallon project, the San Manuel facility feeds electricity into the Luzon grid, contributing to efforts to meet rising demand while reducing dependence on imported fossil fuels.
Supply And Transition Goals
The rollout of new solar capacity comes as the Philippines faces recurring supply tightness during peak demand periods, particularly in Luzon. Industry players and policymakers have emphasized the need to accelerate the deployment of indigenous energy resources to improve grid stability and energy security.
With commissioning activities underway, PetroGreen’s Bugallon project is poised to contribute additional renewable capacity in the near term, reinforcing the government’s broader transition strategy while helping cushion the grid against volatility.
