SNAP Sparks Energy Access in North Luzon

Renewable energy firm SN Aboitiz Power (SNAP) has partnered with electric cooperatives in Benguet and Isabela to push forward rural electrification efforts.

Backed by the Department of Energy’s ER 1-94 program, the initiative aims to expand access to reliable electricity in underserved communities. Through these projects, SNAP continues to support local development while reinforcing its commitment to inclusive energy solutions.

In a continued push for rural electrification, SN Aboitiz Power (SNAP) has formalized partnerships with the Benguet and Isabela electric cooperatives to bring electricity to underserved areas in northern Luzon.

The agreements, signed with the Benguet Electric Cooperative (BENECO) and the Isabela Electric Cooperative (ISELCO), will use the Department of Energy’s (DoE) Electrification Fund to roll out community power projects across the provinces. The initiative highlights the critical role of collaboration between energy producers and local distributors in bridging the country’s power access gap.

The Electrification Fund, created under the DoE’s Energy Regulation (ER) 1-94 policy, channels a portion of electricity sales—specifically 0.005 pesos per kilowatt-hour—into projects that expand access to power in rural and off-grid areas. The fund supports the construction and extension of distribution lines, aligning with the government’s goal of full nationwide electrification by 2028.

Community investments

Through direct collaboration with community power distributors, SNAP helps target funding to areas with the greatest need. This hands-on approach enhances service delivery, strengthens grassroots capabilities, and plays a crucial role in expanding energy access to underserved rural populations.

Since 2018, SN Aboitiz Power has generated ₱45 million for the Electrification Fund through its hydroelectric operations in Benguet, Isabela, and Ifugao, including the Ambuklao, Binga, Magat, and Maris plants. While primarily intended for expanding power access, part of the fund was redirected in 2020 to support COVID-19 relief efforts in host communities.

The effort forms part of a broader policy that compels power producers to reinvest in their host communities. This includes allocating portions of their revenue to support local electrification, environmental protection, and community development programs.

With key hydroelectric facilities in the Amianan area, SNAP plays a vital role in delivering low-emission, dependable power to meet the nation’s growing energy demands.

Its portfolio includes some of the country’s key renewable assets, such as the 112.5-megawatt (MW) Ambuklao, 140-MW Binga, 360-MW Magat, and 8.5-MW Maris hydropower plants, along with a 24-MW battery energy storage system that enhances grid reliability. While SNAP operates and maintains the generation units, the dam and spillway structures remain under government ownership and management.

Together, these assets help strengthen energy security while stimulating economic growth in host communities.
